A man was arrested on Thursday after attempting to rob an Upper West Side bank while yelling that he had a gun, a police spokesperson told West Side Rag.
Around 2:40 p.m., police said, the man walked into the Citi bank branch at 2353 Broadway, near the corner of West 86th Street, and demanded money while threatening an employee by saying that he had a gun. No gun was ever revealed, according to police, and the man fled the bank without taking anything.
NYPD officers conducted a canvass of the immediate area and shortly after arrested Fernando Rios, 43, near West 96th Street and Central Park West.. Rios has been charged with robbery in the first degree, NYPD added.

Please hold and charge this criminal.
That’s so Fernando.
Lots of big ideas and no follow-through from that guy…
Lock him up.
I read that persons charged with robbery in the first degree are usually released on their own recognizance.
Excellent police work
I’m wondering how many times Mr. Rios was arrested before and let go?
As of 2017 he had been arrested 50 times .
That address is at 86th St. there is no Citibank at 96th St.
You’re incorrect. There is a Citibank at 96th and Broadway (2553 Broadway, SW corner). It’s relatively new — it’s part of the ground floor commercial space in the new high rise that was built recently.
Thanks.
Thanks for the great reporting. Please follow up on this and let us know what happens.
Congrats to the 24

YORKVILLE — Police officers chased down a man who was preparing to rob a Chase bank for the second time in five days — collaring him with his demand notes in hand, the NYPD said.
Fernando Rios, 38, who has been arrested at least 50 times before, was caught outside the Chase branch at 181 E. 90th St. while committing robbery a second time at the location, police said. This article was from. 2017 and he had been arrested 50
Times by then . He’s still at it.
Society gets what it tolerates. The city tolerates him. So he keeps at it.
Common sense.
Refreshing.
