Jamel McIver, 30, of 239 East 121st Street, was arrested and charged with the rape of a 21-year-old woman in the stairwell of a West 65th Street building on Saturday, March 4 at 1:20 a.m., the NYPD announced.
McIver was arrested on Sunday, March 5, at 4 p.m., and also charged with Burglary: Sexually Motivated, and a Criminal Sex Act. An NYPD detective told the Rag “McIver’s family alerted us to his location, after seeing his photograph in the media.” His address corresponds to an Odyssey House facility, described on the website as “permanent housing units for homeless people with disabilities.” McIver was also arrested in 2019 for rape, the detective said.

Once again a speedy arrest has been made. Hopefully it may be a modest deterrent, although rapists may be more difficult to deter.

Previously arrested for rape in 2019 and a resident of a drug rehab facility. At a minimum, he should have been wearing an ankle monitor in lieu of residing in a jail cell.
A tragedy and life long trauma to the victim. In the name of opportunities offered to a repeat sex offender who should have been in jail. A life long tragedy to the family of the woman recently murdered on 83rd St between Columbus and Amsterdam in the name of housing and job opportunities offered to a repeat offender that should have been highly monitored as he transition back to life outside jail. This is what we can expect to happen again and again at the homeless shelter 106-108 on 83rd St between Columbus and Amsterdam.

Give me a break. He crawled into the bedroom of a 16 year old girl and forced her to touch him. But he should be let off because it was an “attempted rape”? Why is this world so insane? This is a terrible crime, and I hope the arrest brings some comfort to the victim. My thoughts are with her. A quick google shows that the Odyssey Houses are the facilities on Randall’s Island where many registered sex offenders are housed. Why was this man allowed to freely roam the city after being arrested of the same crime in 2019?

I am relieved that the alleged suspect was apprehended. It’s apparent that our police are doing the best they can and seem to be extremely capable of catching criminals AFTER the crime is committed however it doesn’t make us any safer knowing that these vicious savages are roaming our streets regularly.
No one is psychic enough to predict crime.
Proactivity may prevent it.

Really, I think one’s past is a good indicator of one’s future.
We live in a country where we are (supposed to be) governed by the rule of law. You cannot proactively arrest and incarcerate a person before they break the law because they haven’t broken the law. It didn’t work in Minority Report either.
With no background checks, should we expect at least some similar “vulnerable” residents to be placed in the new Safe Haven facility planned for W. 83rd Street?
In the NYT this morning. Like it is the case for Breaking Ground the non profit sponsoring the new homeless shelter on 83rd and Columbus “ People are referred to Homebase through government agencies, politicians and even from 311 calls, and Homebase does outreach at community events.” No vetting necessary.
Rinse, lather, repeat. Unfortunately, I feel like WSR can start using ChatGPT to write these stories as they have become so predictable (no offense to WSR – thank you for your great coverage!).
There are some people who for whatever reason should not be among the general population. It is a horrible thing to say, but they have challenges that need to be resolved. Send them far away where there is less chance that they can do harm to others. In this case, now that he has committed this horrible crime, I define far away as a jail cell for the rest of his life. But for others who are clearly at very, very high risk of such behavior, that should be facilities in remote locations, far from the city. The bar for this should be set very high – this should be taken very seriously. But I think we have all seen many people who qualify for this and would be best served elsewhere, not in a lightly staffed facility in a very densely populated city. Provide incentives like college loan forgiveness and similar plans to get talented people to want to live in these remote areas to help these people who clearly need help.
Once again, the needs of law-abiding citizens should be a higher priority than the rights of those who cannot follow the law.

I didn’t say the article is missing anything. I commended WSR on their reporting. What I was saying is that all of these articles unfortunately seem to be the same as this horrible crimes are happening more frequently. That is not a knock at WSR – they are doing a great job. It is a knock at the increase in crime on the UWS. I thought I was pretty clear about that when I thanked WSR…

Kudos to the NYPD for arresting this guy in two days. And thanks to the family who no more wants this perp in their sphere than anyone else does. Sex offenders will grab anyone, including family. This is a scary time knowing that the State does not hold offenders just because someone thought “bail reform” was a good idea.

I hope his prior offense factors into sentencing for this one. That would be logical – there should be greater penalties for those who have committed multiple crimes. Allowing for the past offenses to gradually factor in less as they become more in the distant past (which is not the case here).
AND…. It appears from matching details to the 2019 arrests, which details 7 arrests between 2017-19, that he was arrested for child abuse in 2013, when he was 21.

But per the NYPost “He has eight prior arrests from between 2017 and 2019, a police source said.”
AND a woman posted in yesterday’s crime article’s comments that this is the same man that she and others called the police about LAST WEEK for exposing himself to a young woman in Central Park. The commenter wrote the police came and let him go.
After the offender’s first arrest for rape, he should not still be free to roam the streets for more victims! That he was free is shocking to me. Tragically misguided benevolence and compassion! That’s not justice!

On a related topic – the City is progressing with the plan to close Rikers and build new jails in Manhattan, the Bronx, Brooklyn and Queens.
Yes there needs to be criminal justice reform – but instead of building jails in residential areas (also hugely expensive), the space on Rikers should be used:
1. Build new, humane and therapeutic jails on Rikers for people who need to be detained pending trial (typically violent felonies). New space should include drug treatment, mental health, education etc. Free shuttle bus for visiting families.
2. Build new voluntary residential which includes drug rehab, mental health etc for people who are not detained pending trial – but want/need intensive wraparound therapeutic services.

Politicians care about campaign contributions/contributors; about who can employ their family and friends; about who can do business deals with cronies, who in turn make campaign contributions and employ family and friends.

Obviously, addicted previously violent offenders can’t be trusted to behave in open society. I don’t know the correct solution. But,dumping them free to roam NYC, not exactly tough to get high here, is not it.
I suggest you investigate why this recidivist rapist was on the loose after attacking another woman in 2019. Is bail reform to blame? Inform your audience please
