“It was reported to police that on Saturday, March 4, 2023, at approximately 1:20 a.m., an unknown male individual followed a 21-year-old female into a building in the vicinity of West End Avenue and West 65th Street,” the NYPD alerted WSR on Sunday morning. “Once inside, the individual followed the victim into an elevator and then forced her out of the elevator and into a stairwell where he raped her. The individual then forced the victim outside of the building and fled the location on foot in an unknown direction. The victim was taken to an area hospital.
“The individual is described as a male, 5’8” in height, approximately 150 lbs., and believed to be in his 30’s.” He was last seen wearing a black jacket, a gray sweatshirt, and black pants. Video and photos below.

Brewer is busy planning the opening of a homeless shelter in a centrally located block in our beloved neighborhood- 83rd and Columbus – and across the street from an elementary school. She wants to call it a Safe haven but it is a homeless shelter.

These descriptions are very ambiguous. The individual is clearly african american. Why not add that to make it easier to find the perp?
I agree that description was ridiculously lacking in that ‘minor’ detail. However it would be presumptuous to say anything other than the color/shade of the person’s skin. Certainly not all dark-skinned people are African American.

I have lived in the UWS for 30+ years. I will put all my money on the line and say that this criminal is a homeless person from a shelter in the vicinity. Why is there abject silence from our local political representatives when it comes to placing more homeless shelters in the neighborhood. Put them in the UES, put them in staten island, put them upstate. Do we need to put placards and demonstrate on the UWS before elections and vote Republican for them to take notice of us?? We care, we pay high taxes and all for this?
There is no “better” or “less painful” neighborhood to house such individuals, be it the UWS/UES, the outer boroughs or upstate….all areas listed have tax-paying, working citizens where this severely impacts all aspects of everyone’s public safety and quality of life. There are empty closed hospitals, former psychiatric facilities, empty jails—all not utilized. And yes, rethinking who is elected into office is top on the list.

I think it’s generally found that people who commit crimes do not live in the area in which the crime is committed, otherwise they would be easily recognized.

Wouldn’t be shocked. Just as they announce ANOTHER 108 homeless beds on west 83rd street. The city knows who lives on the UWS. It’s probably the most liberal area of the city and they take advantage by dumping more and more shelters knowing people won’t complain, The upper west side is the path of least resistance when it comes to homeless shelters full of emotionally disturbed people and drug addicts.
During the pandemic, I didn’t mind a homeless shelter in my area hotels — but three close together!! That was outrageous. Why didn’t the city open a homeless shelter in The Carlyle or The Mark on the Upper East Side? If not those upscale hotels, why not The Franklin, which is further east? There was no excuse for their lopsided plans.
But sure, let’s house another 108 people with no background checks or conditionalities across the street from a playground, right Gale Brewer?

When NYU sends out a message to the thousands on its email list, warning about a crime near its buildings, it typically describes the perp’s skin color.

No police patrols. All crime is administrative—writing up the report and looking for video images. Then the public is expected to solve the crime. Policing used to be prophylactic.
I live in this area. I can vouch that there are constant police patrols due to the public housing development on West End between 64th and 62nd (The Amsterdam Houses). Should there be more? Maybe. But it’s certainly not the case that there are none.
Police can’t be everywhere at all times, They have also lowered staffing via attrition. Let’s put blame where it belongs. The DA and the court system, A FECKLESS judicial system. I guarantee you when they catch this guy he will have a rap sheet with crimes listed that make you ask “how was this guy still walking the streets”?
The truth is this area should have patrols at all times. We have been riddled with random gunfire and crime on the blocks in this area and there are two public schools just feet away. There’s no excuse for a couple of officers not to be present at all times to deter crime. It is wouldn’t take much.

It’s sad that some of us insist on using a single label (i.e. stereotyping) which does nothing to improve the chance of catching the perp. From his image, it isn’t obvious but it appears he is of mixed race (white, black, possibly hispanic, maybe even asian) so a single label would not only be ineffective (everyone’s stereotype of a particular race looks different), but also incorrect as scientifically and medically we are unable identify someone’s genetic racial background simply by what someone looks like. That’s not DEI, it’s just a scientific fact.
I trust the NYPD’s methods and the reporting by the WSR. Use the IMAGE and VIDEO of the perp not stereotypical label. He will be found.
While I totally agree with you, I do think that more distinguishing characteristics would be helpful if available. As you said, race is not something that can be easily identified, but complexion is. And hair color and “style” could be helpful as well. As long as the description is factual rather than based on stereotypes and conjecture. And I say this not to satisfy the veiled racism of some of the commentators, but truly in the interest of catching the guy. Not all attached photos are clear enough to show some of these details, and some statements do not include photos or videos.
Let me start with a disclaimer: NOT victim blaming. BUT woman EMPOWERMENT: never ever walk into your building without a glance over your shoulder to be sure no one is following you. And don’t get into an elevator alone with someone you’re not familiar with. Paranoid? I dunno, but I’ve lived in NYC since the 70s, and this just used to be “common street smarts”— we need that. I disagree that it is victim blaming. She did not deserve this. It was not her fault. She did nothing wrong. However, as humans we can learn from situations. What we learn here is what Anne said above. Do what you can to protect yourself. It will not eliminate the threat, but it can lessen it.

The Republican party used to be the Law and Order party with an insistence that laws needed to be followed and enforced no matter what. I could respect that, even if I didn’t always agree with it. But now, the modern Republican Party shows that they only support enforcing the laws on people of color, foreigners, LGBTQ+, and Democrats. But if it is one of their own, no matter how blatantly the law is broken, the idea of enforcing the law is just about politics and the weaponization of law enforcement. I’m so sick and tired of reading stories like this. A terrible crime is committed. The full perpetrator’s description is not revealed for fear of not being WOKE enough. But come election time UWS voters put the same people in office who turn their backs when these crimes are committed.
And for those who say crime is going down, it’s arrests that are going down because the people in office have lessened some of the actions that were felonies to misdemeanors..

A rough description will not catch this perp, but will terrorize by suspicion an entire population of New Yorkers who don’t deserve it. Look at his images and video of his movements which have way more value than any rough description. The NYPD have their methods, and WSR reported it appropriately – I trust their method.

Although there are a few bad apples in any population, overall the unhoused are due to housing insecurity due to unaffordable housing, inflation, wealth inequality plus the pandemic. Most are hardworking individuals and families just trying to get a their feet on the ground and stabilize their lives – they are not ALL drug addicted rapists. The perp knows the area well, and it looks from security footage it is of housing east of West End Ave between 63-65th – it’s not obvious he is from a shelter. Remember that the US DOJ reports that 73% of sexual assaults are perpetrated by a non-stranger. 28% by an intimate partner. 7% by a relative of the victim. Assaults by complete strangers is rare. We should do better than listen to voices inside us that perpetuate racist stereotypes, let alone the racists who read and amplify themselves in the WSR.

Group 1: The “hardworking” housing-insecure “just trying to get their feet on the ground” are the only group that takes advantage of the city services we have available to help get them back on their feet. I’m grateful we offer these services – particularly for families in need. I’m not sure why you brought them up, when that is not the problem.
Group 2: The “drug-addicted” other group are obviously not all “rapists”… but they are unpredictable and un-well, which is dangerous, and to many of us, particularly women, very scary. They have serious mental health issues, exacerbated by/causing them to live on the street, but they aren’t receptive at all to supportive services, won’t/can’t stay medicated. It’s a stain on our country that we let so many people fall through the cracks, particularly because I’ve heard of few/no successful routes to help people once they do. It’s heartbreaking.
But let’s not pretend that Group 2 isn’t out there, isn’t growing in front of our eyes, and isn’t scary to live among. I can simultaneously have deep compassion for Group 2 AND be terrified of them.

While I agree it is not warranted to assume an alleged perpetrator is from a shelter or whatever, NYC’s “homeless/unhoused” includes a range of situations.
While it is true that there are many who’ve lost low-paid employment/housing etc, actually substance abuse and mental illness are a core issue among a significant number of single adults in NYC’s shelter system.
The family demographics are somewhat different and include parents who lost jobs (low-paying) and housing; families who were doubled/tripled up; young single mothers receiving public assistance; domestic violence; fire/building issues; and low-income families who come to NYC from other states and other countries as NYC is mandated to provide shelter.
NYC has a prison to shelter pipeline. NY1 covered this back in 2018. Inmates are being released early and sent to NYC shelters. Most men in shelters are not employed. . How do you know he is not from a shelter? Many homeless wander around Manhattan all day.
And many people with homes wander around Manhattan all day. How does UWS MD know he is not from a shelter? S/he doesn’t. But you also don’t know that he is. UWS MD’s point is simple: don’t jump to conclusions without evidence just because that conclusion would support your own bias.
I encourage ever to sign up for the sex offender registry and educate yourself on the volume of sex offenders – rapists and pedophiles who cycle in and out of shelters, supportive housing, prisons, and hospitals. Crimes committed decades earlier but they keep
popping up as they change their address.
Suffice to say–the UWS is not a safe or pleasant place to live anymore. The news of the homeless shelter on W. 83rd, a few blocks from where I live, and now this horrible incident, have served to deepen my concern about living here. My liberal sensibilities remain (mostly) intact, but not when it comes to crime and the downfall a fine neighborhood. Safety and quality of life issues for those of us who live here and pay our taxes seem to be of secondary concern to the politicians in charge. I’ve already stopped going up Broadway past 92nd Street due to the shelter people, many of whom hang around in front of the Duane Reade store at 94th, sometimes harassing people outside or inside the store. Or else they sit on the benches on the median, smoking dope or drinking. Will the nannies and their charges, and the elderly folks in the neighborhood, be able to use the benches when the homeless move into 83rd Street? It was upsetting to see the people sheltered at the Lucerne and the other hotels during the pandemic, taking up those public benches for hours on end, doing nothing all day and often playing loud music.
I think the pandemic has ruined NYC. No one is out and about. I had to walk from Amsterdam to CPW on 89th St. The block with the school building is completely shuttered, and terrifying to walk on that side under the long bridge. The other side of the street was also dark. I walked in the middle of the street hoping to stay out of the way of cars, but there were only a few here and there. The block between Col and CPW is a bit better. I met a dog walker couple and they walked me. When I got back to my nabe, the Lincoln Towers area, it’s also (deserted now.). We have a pot store that has no one in it or outside you can smell the pot stink and see several high people sitting on the ground. Several times, I’ve been frightened walking at 9 to 11 at night were I always felt safe. I think people do not go out much, anymore.
So, I don’t think it has much to do with one single factor. Even uptown, whole blocks of stores are closed.
Blaming the pandemic is an easy way out. As I have actually lived here since Bloomberg, things started to go south after one year of DeBlasio. And we coasted…until January 2020 when Cuomo signed the bail reform bill. Right away it got much, much worse. It will not get any better until that bill is reversed.
Also: When you are on a quiet block, don’t look at your phone, don’t use headphones with sound on. You need some peripheral vision and to be able to hear noises too.
Ppl will blame public housing always being like this, but anyone who has lived near the Amsterdam houses for more than a few years knows they used to be very different. Very safe. Full of young kids playing. It was a rarity in public housing bc the neighborhood was safe, so was this public housing.
The downward spiral has been fast. I’ve had to call 911 at least 3x this year so far bc of gunfire and seeing suspects flee a scene. We aren’t safe. That housing isn’t safe and sadly this young woman will never be the same again bc of it. Prayers for her as she attempts to recover from such a horrifying attack on her.

There may be DNA from sperm if the victim agrees to an examination with a rape kit. A positive match could help at trial.

Please remember that according to the CDC’s 2016/2017 Report on Sexual Violence, 88% of rapes are perpetrated by friends, acquaintances, colleagues, partners, former partners, and relatives. Only 12% of rapes are perpetrated by people who are complete strangers.

Statistically, there have to have been many rapes on the UWS in the last two years; we just don’t have police reports or videos of the other perpetrators. If rape is what outrages you, please consider training with, volunteering, or donating to an organization that works with and for women who have experienced sexual violence, such as RAINN or the New York State Coalition Against Sexual Assault. (And there are many others!)
May the survivor of this attack recognize her own courage in surviving and reporting this crime. May she find peace and justice.

If this is the Amsterdam addition 240 W 65th st the intercoms in that building don’t work to buzz people in unless you have a landline telephone so people visiting all the time wait until someone with a key enters and just follow them in. A former friend lives there and that is how you get in if you’re grubhub deliverer, visitor or forgot your key because NYCHA doesn’t update anything – more than 10 years it’s been this way

I’m gonna get it from Blame-the-victim complainers but it’s a scary thought — a woman alone proceeding into a building with a strange, tense man at 1:30 a.m. and not weaponized (like with pepper spray). The 65th at West End area was nerve-wracking during the day when the crime wave was not nearly what it is now. As far as pedestrian traffic is concerned, it’s practically deserted. I see it from Lincoln Center all the time.
It’s not Gale Brewer’s fault. It’s not the victim’s fault. Even I still do a longish walk to shop in the pre-dawn hours. One has to know the terrain and take appropriate precautions.
