Workers chopped the ice on 86th street and Amsterdam Avenue on Monday morning.
The gutters on the Upper West Side are an icy mess, with snow falling, melting and then freezing again. If you see a problematic intersection, be sure to call 311 and report it to Councilwoman Helen Rosenthal’s office.
“If you see a bus stop, sidewalk, or street corner that needs to be cleared of snow, report it on my website, and my staff will try to get it cleared,” writes Rosenthal.
If you’re above 96th, you can also report a problem to Councilman Mark Levine.
We have heard some complaints about the city’s policy of suspending alternate side parking rules; some say it just delays street cleaning and keeps the streets messy.

One other problem is that plows tend to push the snow into already-stuffed gutters, which then make it harder for the snow to drain away when it melts. This Bloomberg video helps explain the issue.
In the long-term, private property owners can also apply for city grants to create “green” sewage systems, including “blue roofs, rain gardens, green roofs, porous pavement and rainwater harvesting.”

The north west corner of Broadway at 98th street is the worst corner! The ice water stands about 4-5 inches deep.

I have been complaining about how the storm drains are clogged with construction debris for years, so clogged in fact, that they cannot drain a brief rain. We actuall have storm drains with grass growing in them. Dirt and concert slurry clogs drains but nighter the contractors who cause the problem nor the city cleans the drains. That is one of the reasons we have tremendous ice packs at our corners.
Maybe we should start an adopt a gutter program? Not saying it would be fun, but it could help…
My wife works on the east side, and says the parking lanes on the side streets have been totally cleared of snow and ice. How is this possible, and our parking lanes still have frozen stuff under all the cars that haven’t been moved for two weeks? Is this the sanitation department’s retribution for De Blasio ignoring the Upper East Side during last winter’s snows?

Yesterday, not one, but two snowmovers(one small, one large) were clearing the snow on Broadway by the bus stop at Broadway and 88th Street uptown. Good job guys! now if someone would only shovel a path to actually get ON the bus. 🙂
Could you, perhaps, be more clear about which locations should be reported to which council member?
Let’s say someone lives above 96th street but the problem area they wish to report is below 96th street. Should they report it to Rosenthal or Levine? And vice versa.
