UPDATE: Upper West Side Tire Slasher Arrested; More Details Revealed: NYPD

UPDATE: 1:30 p.m. on Monday, March 17: Police say they caught the alleged tire slasher in the act; after his arrest and arraignment in Manhattan Criminal Court on Sunday, where he pleaded not guilty to all charges, Jesus Navarro was released under supervision of a non-profit monitoring service.

A complaint sworn to by an officer assigned to the 24th Precinct Detective Squad provides some insight into how Navarro was identified and captured. According to the complaint, a 24th Precinct patrol officer observed Navarro walking up to a vehicle in front of 100 West 87th Street just after midnight Saturday morning. The officer then saw Navarro “bend down, and make a hand movement toward the tire,” according to the complaint, and “then observed a hissing sound coming from said tire.”

The detective squad officer indicated she also matched the defendant to surveillance video showing him apparently damaging tires on West 94th Street at 3:05 a.m. on March 12; on West 99th Street at 3:50 a.m. on March 12; and, on West 89th Street at 10 a.m. on March 10. Navarro was also matched with a photo showing him appearing to damage a tire on West 64th Street in the 20th Precinct at 1:45 a.m. on March 5th.

Court records indicate that Navarro was released under supervision with his record marked “Tier 1, Level 2,” which corresponds to the most intensive tier of monitoring and a medium risk assessment. The District Attorney’s office confirmed the charges were not bail eligible and that Navarro would be under the supervision of the Center for Alternative Sentencing and Employment (CASES) which manages supervisory release in Manhattan.

He is due in court again on April 22.

Police have arrested and charged a man for slashing tires across the Upper West Side after a spate of incidents over the past three weeks.

An NYPD spokesperson confirmed to West Side Rag that 41-year-old Jesus Navarro, described by police as “un-domiciled,” was arrested and charged with 15 incidents of slashing tires in an area spanning the 20th and 24th Precincts on the Upper West Side and the 10th Precinct covering Hell’s Kitchen and Chelsea.

New York State Court online records indicate Navarro was arrested Saturday March 15 by officers from the 24th Precinct and was scheduled for arraignment on Sunday. He has been charged with five counts of criminal mischief in the third degree, an “E” felony punishable by up to four years in prison, and six counts of misdemeanor criminal mischief.

The arrest was first reported Saturday night by I Love The Upper West Side.

WSR has reported on a number of tire slashings this month, including along Riverside Drive on March 2, on West 70th Street on March 6th and on West 95th Street on March 12. It could not be immediately confirmed whether Navarro was charged with any of these specific incidents.

Undomiciled ? Is that the term the NYPD is using? I assume this means a homeless person living on the streets, since technically a person living in a shelter is domiciled. Or not.

I assume he lives in the neighborhood, unless this has happened elsewhere. Either way, I am guessing there is some interested mental illness going on.

Why the default position that he is “just a bad person”? It does not help anyone to assume to worst in others right off the bat. Many people doing these types of things are experiencing mental illness or trauma and don’t have the capacity to think rationally.

As a default, it seems better to hold people accountable rather than letting them off the hook with an excuse.

He will spend 0 days overnight in Jail – he will immediately be released and be back on the streets. This is the kind of crime that NY doesn’t take seriously.

Yes he will be released under this administration. They will offer him “services” which will be voluntary and he can reject. They will try to connect him with a different shelter. Some agency will record the effort expended on him so they can bill for this and this will continue until he causes more severe harm or destruction including loss of life. Then we will all read and debate the effectiveness of our criminal justice system under DA Bragg. Or he might realize the wrong of his ways, apologize on his own recognizance, and change his ways to integrate into the norms and expectations of society. Because of the attention and compassion shown towards him.

What is the purpose of the shelter system? Is it interim housing while the person gets their situation sorted and can move into permanent housing? Is it de facto mental health institution? A extension of prison? Something in between? Maybe the reason it’s so unsafe and ineffective for many despite all the money they receive) is because they housing people with various intents and needs in the same place? Maybe if they were more thoughtful about how they grouped people they could at least help some who seem to want what is being offered?

Didn’t a captain from the 20th or 24th precinct catch a guy who was splashing red paint on SUVs a few years ago? Pretty sure I read about it here.

Totally agree with you Chris. I moved to West 97th and Columbus Ave. 4 years ago. The streets were cleaner. There is garbage everywhere.
Homeless taking garage out of bins it’s disgusting.

Our district is a cesspool a pigsty.

Our representatives do absolutely nothing in regards to cleaning up our
neighborhood.

I don’t believe the undomiciled character that the 24th Precinct picked up may be the “official” suspect in the earlier incidents that were reported.by the WSR of all these tire slashing incident’s.
Look at the Logistics….
BUT!
It could be a copycat?
…Time will tell.
My gut my feeling ….This guy is not the “WESTSIDE TIRE SLASHER”

Undomiciled used to describe homeless or other persons without a fixed permanent address has been used since 1970’s or 1980’s if not previously.

Federal and local government agencies, medical and nursing profession (including educational materials such as textbooks), social service agencies/non profits, religious affiliated organizations, courts and more all have used “undomiciled”.

Indeed NYS social service statues on homeless use “undomiciled”

§ 49. Definitions. For the purposes of this title, the following terms shall have the following meanings:

1. “Homeless” shall mean an undomiciled household which is unable to secure permanent and habitable housing without special assistance, as determined by the commissioner, including but not limited to households temporarily residing in emergency shelters, transitional facilities, hotels/motels, or substandard conditions.

We parked on West 84th Street Friday night (3/14). just discovered our slashed tire this morning (Monday 3/17) One car directly across the street also with a slashed tire.

In all there were 3 on 84th St. yesterday. Notably, each slashed car was next to / protected from cameras by a scaffolding (3 different scaffoldings, 3 different slashed cars).

Please do something with these homeless. They are destroying the UWS.
I live on West 97th and Columbus Ave. In 4 years the garbage and the dog and human feces has taken over.

The-homeless urinate in front of you near a tree or a fence, the smells are horrible.
The UWS head turned into a cesspool.

Where are our Representatives. They come around every 2 years.

It is most likely that he is mentally ill. I don’t know exactly what ‘supervised monitoring’ entails. I think we went too far with bail reform, taking away the power from the judge at arraignment to determine the threat to public safety.
