Author Thomas Beller makes an emotional case in support of new zoning rules to prevent banks and other companies from opening large storefronts on the Upper West Side. (The full City Council is expected to vote on it today at 3. If you want to see it, go to City Hall.) “[T]he wish to be rid of all that entwining chaos and destruction, of looting, crime, dysfunction, and anarchy was so powerful that it has lead us to a new urban blight almost as bad as the old one.
