The meeting was disrupted by tenant advocates, including several city council members, who stormed and encircled the podium.

Nearly one million New Yorkers live in rent-stabilized apartments. Every year around this time, the process of determining how much landlords can raise their rents begins.

So begins the spring ritual that ends with the RGB setting maximum permitted rent increases on new leases in the coming year.
