I think he is stating the government snow plow is about to flatten the snowman.
he may be reasoning that the snowman is sentient because he is actively using a smartphone and therefore has certain rights.
I feel for the snowman, this is NYC thougn, you need to check of your environment..
snow plows, e-bikes no one is immuned. .
I’ve been impressed with the snow cleanup, esp. by the MTA at bus stops.
