Man Sentenced in Riverside Park South Sexual Attack

Prosecutors agreed to a plea deal

On Tuesday, Tachiem Noubissi Luc received a sentence of 364 days in jail after agreeing to plead guilty to second-degree attempted robbery and third-degree sexual abuse for attacking a 32-year-old woman in Riverside Park South on July 20, 2023, a Manhattan district attorney spokesperson told WSR.  

Noubissi Luc, 39, has spent the last eight months in Rikers Island because he was unable post the $50,000 bail imposed following his original indictment for first-degree attempted rape, second-degree robbery, first-degree sexual abuse, and second-degree assault. That time will count toward his sentence; he will spend an additional four months in Rikers, the spokesperson said. 

The DA’s office said they had no previous cases with Noubissi Luc, who was born in Cameroon. After he serves his sentence, he will remain in custody with U.S. Immigration and Customs Enforcement to be evaluated for possible deportation.

According to court records and the DA’s office, Noubissi Luc approached the victim at 4:00 a.m. inside the park near West 60th Street, blocked her path, and insisted she talk to him. After she refused, he attacked her – groping her breasts and genitals, attempting to remove her clothing, pulling her hair, and stealing her cell phone when she tried to call 911. She screamed and fought back. Noubissi Luc fled. A passerby helped the victim call the police. Her statement and video evidence helped NYPD’s Manhattan Special Victims Squad arrest Noubissi Luc later that afternoon. 

Noubissi Luc’s defense attorney did not return WSR’s calls for comment.

Wow what a brave and able assault survivor to successfully fight, make noise, deter her attacker and draw help – at a difficult time and place (close to dawn in July, but still so early). (Not everyone can or should do this – the fault is only on the attacker – but well done to even try.) Also, to all the usual complainers, do note: offender caught, jailed, offered only high bail, kept from reoffending, serving sentence and facing ICE too. My sympathies and thanks to the survivor. Early morning summer walks or runs along the River are a treasure when you feel safe.

Sorry to be “one of the complainers” as you put it. I have to agree that NYPD and DA office did their job this time. Stress on the DA and this time.

However, the reason he was here because of other agencies and officials didn’t do their job. He was unvetted yet set free which is unacceptable. Sorry not to be as enthusiastic as you are about the case. It remains to be seen if the perpetrator is deported. But the bottom line is he shouldn’t be allowed to our country at all.

I have a different take. This is a slap on the wrist (364 days) for what could have been a heinous crime. It certainly must have felt like that to the victim. He’s being kept from re-offending for a year only, most rapists will strike again. And 50k is not ‘high bail’, he could have secured his release with a $5,000 bail bond. Fortunately he wouldn’t or couldn’t. Hopefully, ICE will send him back to wherever he came from, immigrants who commit crimes like this do not deserve to remain in this country. There are plenty of law abiding hard working candidates to replace this sicko.

complainers? I’m glad you feel empowered by the sentence. The charges got downgraded across, and he’ll get to serve 364 days for the crimes that warranted much longer( we do not know the details of the plea ). Whether he’ll be handed/picked up by ICE is not certain – “This past fiscal year, ICE issued 109 detainer requests for individuals who are dangerous, that committed crimes in our city, and zero, zero have been honored by the city of New York,” said Rep. Nicole Malliotakis. I wish the brave woman strength in dealing with this.

Stellar. Plea deal, downgraded charges, I guess we know the going “price” for attempted rape. What happens to the next victim if she’s unable to fight back or noone’s around to help?

People spent more time inside during Covid to help society.

Classic Alvin Bragg, drops charges down to misdemeanor of non-citizens so they are not deported. Noubissi Luc will be free and hunting for female victims on the UWS in a couple months, however next time will be much more violent. When will people wake the hell up?

He’ll be evaluated by ICE for *possible* deportation? Whatever his immigration status should be automatically rescinded for that heinous crime. Send this man back to Cameroon on the next available flight after his release from Rikers.

A light jail sentence and POSSIBLE deportation. So basically a slap on the wrist.

This needs to be a country of law and order but I think we’ve shifted too far into coddling the criminals and disregarding the victims.

Only 1 year in prison for attempted rape?! Plus the attack and robbery! This is unreal.

They say you can learn a lot about a society by how it treats its women. This light sentence speaks volumes: criminals matter more than innocent women in NYC.

Thank you WSR for following up on this and other crimes. It continues to be very important that the police and the justice system are watched to make sure potential criminals are prosecuted and sentenced quickly to send a clear message.

The message sent is crystal clear, If you are not a citizen and commit a serious crime, it will many times be down graded to help you avoid deportation.

Ridiculous sentence.
Should have gotten 10 years and then deported.
This was attempted rape, assault, and robbery.
Poor woman will live with this for the rest of her life.
He should suffer for his actions.
