ENTER THE HOUSING LOTTERY FOR AFFORDABLE APARTMENTS AT 21 WEST END AVENUE

The housing lottery to secure an apartment at a new 43-story rental building on West End Avenue between 60th and 61st street begins Wednesday, with a two-bedroom apartment renting for as little as $735 a month. The 127 apartments at 21 West End Avenue are available to people who make a range of incomes depending on the size of the apartment and the size of the person’s family. Residents of Community Board 7 will get preference for half of the spots.

For an additional fee, there’s a fitness center, a pool, recreation areas and a terrace. There will also be a new public school on the first floor.

In total, the building will have 616 apartments, and the affordable apartments will be scattered throughout the building instead of housed in their own section. It’s being developed by the Dermot Company. A market rate studio will go for about $3,700, or $90 a square foot, according to a New York Times article last year. The deadline to apply is November 12.

I’m going to go out on a limb here and say that if you are a family of 4 making $30,000 a year, you probably should not be living in Manhattan. Even if you have affordable housing, the remaining cost of living is beyond reach. And/or the family has undeclared income or is only temporarily at the qualifying income level. Nothing to do with classism, it’s just economic reality. I would rather see developer money go to pay for schools for all the children that will be living in such new buildings.

I used to make over 150K and lived in a 2BR prewar on RSD. Now I make 24K and still live in Manhattan, OK, a studio in High Bridge. Do I give a shit? Not really! There’s no easy solution for people making $250K and below, as absurd as that sounds. I don’t work for my money now, for one thing, as when I would would come home exhausted and depressed at 730 pm. TIME and FREEDOM are a better currency than thinking you “have it great” because you live in a crunk 1BR, pay $3,500 mo. and make $200K. That is suicidal lifestyle. And it hits you in the cujones at age 50. Believe me!

Wow, I’m assuming ChristineE you didn’t grow up in Manhattan, based on your comments. There are teachers, artists, social workers, firemen, etc. that all grew up in Manhattan with their families and help to support Manhattan by servicing the community. It’s not their fault that their wages and have not gone up as quickly as tech, wall street, lawyers,to name a few industries, which can afford these unrealistic sq ft pricing, especially by the greedy developers that keep increasing the pricing every six months. We need class diversity in Manhattan, which keeps the culture of the City, otherwise, we’re just another upper middle class suburb with malls. These people, that have lived here, their entire lives in Manhattan are not looking for handouts, they are looking to stay, where they grew up and work. These developers get major tax breaks to build bigger, so why shouldn’t people who support Manhattan be able to take advantage, as the developers do by over charging us?Also, I notice that it’s always the people that are not originally from Manhattan that make ignorant comments on who should live in Manhattan, just saying.

By the way, I live on Riverside Blvd and am lucky that I am an executive of an internet tech company, so I can afford to pay easily for a $5000 per month apt, but I grew up here and appreciate all the people that helped me to get here, like my teachers who deserve to live near where they work.

Of Course that is classist Christine E. People of all socioeconomic classes should have the opportunity to rise up. Placing lower income families in area’s with better housing, schools and numerous other services makes for a better community for all.

The people in Amsterdam Houses seem to manage. But that’s a good address, with Western Beef up the street. WB keeps the price of Manhattan living down. I shop there all the time.

If the subsided studio costs $565/month and the market rate studio costs $3,700/month, that’s a subsidy of $37,620/year. Just so somebody can live in Manhattan.

What a waste.

Well the developer has benefited enormously by getting tax incentives and most likely being able to build a taller building allowing for larger rents to be paid for those units. The developers don’t have to take those incentives and could build without them but they do so because they benefit more so than a few low income individuals or families do.

Nathan, if you were paying $3500 for a studio, there would probably be someone out there who would say, you were being subsidized because you should be paying $7500. Manhattan is not a gated community and should not be treated like one.

Manhattan is a market (while some studios do rent for 7500 the developer must have figured out these wouldn’t rent for that much or they would be priced as such – they are “market-rate” and cost what the market will bear). For tax-payers to subsidize a “lucky” poor person/family to the tune of $37k so they can live in a pricey building/neighborhood is an affront to so many other, more worthy causes that could use 37k of taxpayer subsidies.

Nobody said Manhattan is a gated community. What IS said that people can live anywhere they want but nobody has to pay for them. Nobody. The most hypocritical, demagogical idea is that for some reason for a fraction of the population the concept of money is cancelled. Money is for us working stiffs to earn and then pay for someone who does not.

The only problem that I have with the list above is the income levels are too low. They should at least reach $100,000. Some of these people will not be able to afford these apartments.

Interesting price structure. We go from $760 to $3700 with nothing in between. How about some 1BRs for $1800/month and 2BRs for $2500/month? So you got to be really poor and lucky or very rich. The middle, eh, fuhgeddaboudit.

Does anyone honestly believe that this govt program is really a solution to the housing problem in NYC? Taxpayers should not be subsidizing this nonsense.

The income limits are absurd.

Government intervention into the housing market is the problem not the solution.

We need to de-regulate the rental market and make it easier for developers to create massive amounts of new rental supply to match the rising population. Only then will rents become affordable for the middle class.

I have no complaints. I think I could afford a one bedroom here. It certainly would be a heck of a lot better than my current four flight walk up, especially considering I virtually home bound due to auto immune diseases which include a cruel,case of myopathy.

Of course I realize this is a long shot,but it’s one I have to take!

$3700 a month for a studio (or even a one bedroom) anywhere in NYC is outrageous and shameful. If rent is 10% of your income, you’d have to be making over $400,000 a year to afford it.

why would rent be 10% of your income? That’s outrageously low. The typical recommended amount elsewhere in the country where transit costs are higher is 25-30% of your income. Here that’s often adjusted to be 30-40% given that reduced transportation costs (if, in fact, you don’t own a car).

People earning or living on a low or fixed income are not doing it for the pleasure of benefits they derive from being dependent on subsidies or outside support. They have complicated and serious reasons often caused by health problems, family demands, results of having been in the armed forces, and so on. Assuming they are trying to wedge their way into a better standard of living gratifies me that our American system works, and does not anger me that someone is benefitting from a system we all benefit from in many ways. I live in a so-called luxury building close to the mentioned one, and it encompasses tenants with a wide range of incomes from retirees on social security to financially well-off. If more housing especially in Manhattan embraced this attitude we might find living with diverse neighbors to be interesting and stimulating. I’m not sure if some of these responders are more worried that their standard of living might be lowered, or their lower-income neighbors’ might be improved.

I wholeheartedly agree with Rebecca. We should welcome economic diversity within our neighborhood. Many of the comments seem to take personal umbrage with the fact that housing is being distributed at lower than market rates via lottery to our less well off neighbors. And this is, frankly, rather depressing. Rarely is the same price paid by all for the same unit, regardless of location. The families that receive these units will still be spending at least 1/3 of their income on housing. And their 2/3rds is substantially less than others.

Mixed-income housing units have been shown as one of the most effective strategies in housing policy. It’s not limited to Manhattan, or even cities for that matter. It’s a way to mitigate the housing segregation, decay, and other horrendous outcomes that inevitably follow from allowing the market alone to dictate housing cost and availability. What will the city be like if those who are employed in the service industry or lower paying jobs are economically excluded from the cities they serve?

I live in the bronx. My monthly housing expenses are as follows:
Rent $1650/3 bedroom p/mo, no subsidy
Con Ed-(gas & electric) $300.00+ per month
Thats approx. $1900p/mo.
Getting into this 21 west end would be a God send.

There should be more of a mixture of the residents economical status. There should be more apartments available for the middle class. I would love one of these apartments however, I’m way over the income level. Therefore, that’s clearly not a good variety of tenants that is going to be placed in that building utilizing taxpayers funds. The middle class always get screwed in this city.

I am writing to you to express my consernes about your policy toward affordale housing applicants. I am talking about your building located at 21 West End Avenue, which I put my name on the list, from day one your company dug the first hole for the foundation of the building. I was in touch with Mrs. Felipe Banisset during the all process. but no one ever contact me or sent me an application. Last week I filed a complaing within the HPD and the NYC Comptroller Scott M. Stringer Office, about the discase or discrimination that I received from your company. When then, I lerned that the lottery/application, for the building it was closed alredy.
I never received any notice from your office or any application either. They also sent me the amont setting for affordale housing unit applicants: which is not affordable: There was only 4 united available, for the intire building and for a rent over two thousand dollars for an studio. It is impossible that you consider this affordable for poor people.
I tried contact your office but the same # (212) 262-1220), that I used to call for updates it is blocked for outsiders.
At this point I just want let you know that I am going to do what it takes to clear this situation and receive an unit for me and my brother, that is an elderly and ligaly blind.

I have some suspicions but can’t prove that there are some ruse within the process. To reinforce my suspicions, last years I contacted the company owner of a building that it is going up on 21 West End Avenue to including my name on the list, for an affordable unit.
